Europe's disputed, self-declared Republic of Kosovo was accepted in June , after the FIFA congress decided it had gathered enough recognition from the world's countries to be considered independent - despite opposition from Serbia, which claims Kosovo as a part of it. Kosovo was also accepted into the Olympics in , but still isn't treated as an independent country by the United Nations UN.
But in early , a world sports court ruled that its application had to be reconsidered , and within a few months, it was approved. Which countries aren't members of FIFA? And even though Palestine, Taiwan, and Kosovo have managed to secure membership in FIFA, other partially-unrecognized countries haven't. Even if a country is an eligible FIFA member, it still has to compete in the pre-tournament qualification process before moving on to the actual World Cup. In the World Cup, for the first time ever, every single national team in FIFA registered to compete in the qualifiers teams that registered on time , plus new members Kosovo and Gibraltar who were allowed to join later. Out of the eligible countries, only 32 are allowed to continue into the final World Cup tournament in Russia.
Thousands of protesters clash with police during the early summer and the unrest continues throughout the year leading up to the soccer tournament. The human rights group reports the Qatari government has failed to implement many of the worker safety protections it had previously promised. February 12, - FIFA announces that its Ethics Committee has banned Valcke for 12 years from any football-related activities on a national and international level, effective immediately.
The ban is later reduced to 10 years. February 25, - Blatter and Platini lose their appeals to vacate their eight-year bans. However, the presidential committee does reduce the bans for both men to six years, stating that "some strong mitigating factors for Mr.
